Kelly took action. She organized marches, she ran for office, and on November 7th, 2017, she won. Since being sworn in, Delegate Fowler has been committed to taking bold action to curb gun violence, fight flooding and the climate crisis, implement common sense justice and policing reforms, and build a more equitable economy for all.
Highlights of Accomplished Legislations
VA HB 2198: Local elections for governing bodies; elections for school boards, qualification of voters.
VA HB2312: Marijuana; legalization of simple possession, etc.
VA HB2206: Standards of Learning; reading & mathematics assessments for students in grades three through eight.
Fair & Free Elections
As Americans, we expect our voices to be heard, our views to be respected, and our votes to truly count. As Kelly says, “What’s Fair is Fair.” Delegate Fowler is committed to voter reform to guarantee our rights and access.
Revitalizing Our Community
As we come out of the COVID-19 pandemic our community needs to rebuild. Everyone deserves a fair shot at success, especially working families. Kelly will fight for equal opportunity so everyone can thrive in our economy.
Flooding + Climate Change
Having spent most of her life in Virginia, Kelly has seen the impact of flooding in our community. Frequent storms and the rising sea-level are degrading our state — it’s time we protect and preserve our environment.

Hi, I’m Kelly.
I’m a mother, advocate, and policy-maker. As a lifelong member of the Virginia Beach community, I understand the struggles of my constituents because I’ve lived through many of those same experiences myself.
As a Delegate, what guides me is the belief that the central function of elected officials is to improve the lives of their constituents. I’m running for re-election in 2022 because I remain dedicated to the service of others.
